Zoning Process

The Zoning Committee oversees zoning matters in Grove Park. The zoning committee regulates matters before the neighborhood regarding special alcohol licenses, variance changes, and events permitting. The City of Atlanta has recognized GPNA as the principal organization for zoning matters within the neighborhood.

If you are applying for a rezoning, zoning variance, alcohol license, special events permit, special use permit, subdivision, or public funding, we want to hear about your project. Applicants wishing to present at the neighborhood meeting need to first go through the application process with the city of Atlanta or public funding source.

  1. The NPU-J will send the GPNA Zoning Chair a copy of the applications applicable to the Grove Park neighborhood

  2. Applications received to the Zoning Chair before the third Thursday of each month will be heard at the monthly zoning committee meeting

  3. During the monthly zoning meeting ( 3rd Thursday of each month *) the zoning committee will motion to support, defer, or deny the request.

Zoning Committee Decision next steps

Approved request at zoning meeting -  If the request is approved, the applicant will then have clearance to present at the neighborhood association meeting ( 1st Tuesday of each month ). The motion for approval from the zoning meeting will carry to the general body meeting ( no second to the motion is required). The general body will vote on the motion for approval.

Denied/ Deferred- If an application is denied at the zoning committee meeting,  the committee will provide guidance on what an applicant needs to do for approval. The applicant will need to make the necessary revisions to the application and present before the zoning committee the next month. The application does not move forward to the NPU-J  zoning meeting until it is first approved through the GPNA zoning meeting

** The applicant may still present at the General body meeting. The denied or deferred motion from the zoning meeting will carry to the general body meeting ( no second to the motion is required).

General Body  Meeting Next Steps

Approved request at general body meeting - If an application/ request is approved at the general body meeting the applicant can then move forward to present at the NPU-J meeting 

Denied request -If an application/request is denied at the general body meeting, the general body’s will make a motion for the denial specifically outlining the reason for the denial.  The applicant will need to make the necessary revisions to the application and present before the zoning committee the following month. The application does not move forward to the NPU-J zoning meeting until it is first approved through the GPNA zoning meeting.

Tips

  • Applications should be completed in full. Incomplete applications are unlikely to receive approval through the zoning committee meeting

  • Please be able to present your project and speak to the specifics of the project

  • Events: applicants requesting approval for events in the neighborhood should be prepared to speak to the trash plan, safety plan, and traffic plan

  • Zoning changes and developers : please be able to explain in your presentation how the change will or will not impact the community

  • Please include correct maps if applicable

  • Public funding: please be prepared to present how the funding will service a public need in the neighborhood

Zoning details, tax information, owner + mailing address: gis.atlantaga.gov. Click the small “more” link in the Property information box. Search for the address, try to start out with just the house number and the first word of the street name. Use the “online map” link to start an interactive map with “layers” like NPUs, neighborhoods, Tax Allocation Districts, etc.

  1. Property appraisal details according to the Fulton County Board of Assessors.

Permits, complaints, inspections, status updates, search the City of Atlanta’s Citizen Gateway. Search tip: provide as little information as possible, for example, to find permits issued for 123 Main St. Apt. 4-a Atlanta, GA 30307, initially only enter Street No.=123 and Street Name=Main

Zoning FAQs

  • Typically, any building activity that requires a variance or special exception from zoning ordinances. Additionally, any letter of support for public funding requires approval from the neighborhood association. When you go to obtain your building permit, the permit office will tell you whether your project requires a variance or special exception. Rezoning, Special Permits, and Liquor Licenses are also frequent Land Use issues.

  • Contact the Chairperson of the Zoning Committee (GPNAzoning@gmail.com). Be prepared to provide an electronic copy of your variance application and all supporting documents. The committee will review the application and make recommendations.
